Community Loan Center (CLC) of Northeast Indiana

Brightpoint is a private, non-profit agency that promotes economic and community development by providing resources, helping people connect and gain access to opportunities, and teaching them valuable skills as they move through their financial journey. Brightpoint is proud to provide this affordable, risk-free alternative to payday and car title loans. All earnings are reinvested into the program for expansion and lending capital.

The CLC model is customer centric and engages community lenders who understand the needs of consumer loan borrowers. The overarching goal is to help CLC borrowers meet current and ongoing financial obligations and achieve a sense of security in their financial future.

The CLC financial counselors help borrowers become more financially empowered to manage their personal finances and to use credit responsibly.

Sustainable and Scalable

The CLC program is designed to be administered by nonprofits as a sustainable social enterprise with the potential to outgrow the need for subsidy by generating revenue for the nonprofit. This alternative, market-based approach was designed to be replicated across the state and beyond.

Employer Based

All loan funds are provided and administered by the CLC local lending partner, so there is no direct cost to employers to offer this valuable employee benefit. Loans are repaid through payroll deduction, so loan payments are made whenever the borrower is paid.

Nonprofit Driven

Each CLC program affiliate solicits their own loan capital from grants, program related investments from foundations, or other low-cost debt financing. Bank investors are eligible for credit under the Community Reinvestment Act.

I Am an Employer: Tell Me More

There comes a time when we all need money urgently for unexpected expenses— car repairs, medical bills, home improvements—you name it. When your employees are short on cash, there is no shortage of payday lenders making tempting offers to get them out of their fix until their next paycheck.

The Problem: Payday loans are short-term, unsecured loans that are to be repaid in full at the borrower’s next paycheck. Lenders charge a large fee, making the effective interest rate as high as 391 percent. Research consistently shows payday lending leads to debt traps in which borrowers are unable to repay their initial loans and re-borrow to service their debt.

The Solution: Community Loan CenterTM (CLC) of Northeast Indiana operated by Brightpoint Development Fund. This employer-based model meets short-term lending needs without the burdensome fees and interest of payday loans. Employees apply for a CLC loan online, the loan is deposited in the borrower’s bank account, and then borrowers repay their loans each payday through payroll deduction.
